Photo artist Bob Belhouse explains how to optimize the artistic value of your images in his book, "PhotoImpressionism". Here are a number of Before & After examples.

He has greatly expanded the scope of Photoshop (including "Elements") by incorporating a large collection of powerful, third-party plugin filters and provides links for you to add these free tools to your version of Photoshop. His book demonstrates how these and other Photoshop techniques can be used to enhance various aspects of your images including lighting, focus, color, etc. Topics also covered include color management, layers, workflow, composition and HDR imaging to name a few. The digital book is 260 pages in length and includes over 240 color images.

If you want to experiment with creating "paintings" from some of your photos, he shows many techniques how to achieve this look, including the application of realistic digital textures and brush strokes.
